Lagos State has taken a significant step toward enhancing building safety and compliance with the launch of the *Certified Accreditors Programme (CAP), an initiative aimed at ensuring strict adherence to building regulations. The programme, spearheaded by the Lagos State Building Control Agency (LASBCA), is part of the administration’s broader commitment to the *T.H.E.M.E.S+* development agenda, which prioritizes inclusivity, safety, and sustainability in urban development.  

Speaking at the launch event, Governor Babajide Olusola Sanwo-Olu emphasized that the initiative is a crucial part of the state's strategy to prevent building collapses and improve construction standards. He highlighted the importance of public-private partnerships in achieving these goals, noting that private sector professionals have the expertise and experience to complement government efforts in enforcing building codes.  

### **Certified Accreditors to Strengthen Building Monitoring and Compliance**  

The *Certified Accreditors Programme (CAP)* is designed to bolster the efforts of LASBCA by integrating private sector professionals into the regulatory framework. These certified accreditors will assist in screening building drawings, conducting stage inspections, and monitoring construction sites to ensure compliance with Lagos State’s building codes and regulations.  

The selection process for certified accreditors was rigorous, with the state government receiving numerous applications from consulting firms. After a thorough evaluation, 111 companies were shortlisted and formally endorsed by the governor to serve as certified accreditors and monitoring officers.  

General Manager of LASBCA, Arc. Gbolahan Owodunni Oki, praised the initiative, noting that it was a major milestone in his tenure. He stated that the programme aligns with the government’s vision of fostering collaboration between public and private stakeholders in the built industry.

### **Addressing Past Building Collapses: A New Approach to Safety**  

The launch of the *Certified Accreditors Programme* follows a series of reforms introduced in response to past building collapses in Lagos, particularly the tragic collapse of a 21-storey building on Gerrard Road, Ikoyi, in November 2021. That incident prompted the government to set up a panel of inquiry to investigate the causes and propose recommendations to prevent future occurrences.  

One of the panel's key recommendations was to strengthen building monitoring and compliance by incorporating private sector professionals into the process. The CAP initiative is a direct response to this recommendation and is expected to serve as an early intervention strategy for detecting and addressing structural deficiencies before they lead to disasters.

Engr. Nurudeen Olalekan Shodeinde, Permanent Secretary, Office of Urban Development, emphasized the necessity of structural integrity programs in a megacity like Lagos. He noted that the state government is committed to continuous monitoring of both new and existing structures to ensure they meet required safety standards.  

Dr. Babatunde Olajide Abiodun, Special Adviser to the Governor on eGIS and Urban Development, also reiterated the importance of the programme, stressing that *"the safety of lives and properties in Lagos must remain a top priority, and this initiative will go a long way in ensuring compliance with safety regulations."*

Governor Sanwo-Olu assured the public of his administration's full support for LASBCA and the newly appointed certified accreditors. He urged the agency to leverage multiple communication channels, including radio and television jingles, to educate residents and stakeholders about the initiative and the importance of complying with building regulations.
