Lagos Joins Global Under2 Coalition, Strengthens Commitment to Climate Action and Resilience

LONDON, United Kingdom — Lagos State has officially joined the Under2 Coalition, the world's largest network of subnational governments committed to achieving net-zero emissions and building climate-resilient economies, further reinforcing its position as a leading force in climate action across Africa.

Governor Babajide Sanwo-Olu signed a Memorandum of Understanding (MoU) with Climate Group on Monday during the London Climate Action Week 2026, formally admitting Lagos into the coalition of more than 180 states and regions representing over half of the global economy.

The development underscores Lagos State's growing influence in global climate governance and its commitment to advancing sustainable development, climate resilience, and green economic growth.

The Under2 Coalition, convened by Climate Group, serves as a platform for subnational governments to collaborate on climate initiatives, share best practices, and accelerate efforts toward a net-zero future.

According to officials, the MoU is a non-binding agreement that aligns with Lagos State's existing climate ambitions and policy priorities. While it does not impose legal obligations, it reflects a shared commitment to climate action and stronger cooperation with governments around the world.

The signing ceremony coincided with Governor Sanwo-Olu's participation in London Climate Action Week, where Lagos State showcased its innovative climate governance strategies, including its State-Determined Contributions (SDCs) framework and a portfolio of investment-ready climate projects.

Speaking on the significance of the milestone, Governor Sanwo-Olu described the admission into the coalition as a major step toward strengthening the state's climate agenda.

"Cities and regions are increasingly at the forefront of climate action. Joining the Under2 Coalition strengthens Lagos State's commitment to building a resilient, low-carbon future while deepening collaboration with leading governments around the world," he said.

The governor added that Lagos, as Africa's economic and commercial hub, remains determined to demonstrate that climate action and economic growth can be pursued simultaneously for the benefit of residents and future generations.

Also commenting, the Special Adviser to the Governor on Climate Change and Circular Economy, Mrs. Titilayo Oshodi, said Lagos was transitioning from climate ambition to practical implementation through its State-Determined Contributions framework and broader environmental agenda.

According to her, membership of the Under2 Coalition will provide opportunities to strengthen partnerships, exchange knowledge, and showcase the state's progress in advancing climate action and sustainable development.

Representatives of the Under2 Coalition welcomed Lagos State into the network, describing it as one of Africa's leading subnational governments with a compelling climate leadership story.

They noted that Lagos would join more than 180 states and regions worldwide working collectively toward a net-zero and climate-resilient future.

The coalition's endorsement is expected to open new opportunities for international partnerships, technical collaboration, and knowledge-sharing initiatives aimed at accelerating climate implementation and resilience across the state.

London Climate Action Week 2026 has attracted global leaders, policymakers, investors, and stakeholders in clean energy, environmental sustainability, and climate finance.

Members of the Lagos State delegation attending the event include the Commissioner for Environment and Water Resources, Mr. Tokunbo Wahab; Commissioner for Economic Planning and Budget, Mr. Ope George; Special Adviser on Sustainable Development Goals, Dr. Oreoluwa Finnih; and Special Adviser on Public-Private Partnerships, Mrs. Bukola Odoe.

The Office of Climate Change and Circular Economy (OCCE), which coordinates Lagos State's climate initiatives, said the state's admission into the Under2 Coalition marks another significant milestone in its efforts to build a resilient, low-carbon, and inclusive future through innovative policies, partnerships, and financing mechanisms.
