Police Service Commission Chairman Advocates for Establishment of Global Civilian Oversight Training Institute

Abuja — The Chairman of the Police Service Commission (PSC), DIG Hashimu Argungu (Rtd.), has advocated for the creation of a PSC Training Institute, emphasizing its potential to serve as an international forum for civilian oversight and collaboration on police practices. Argungu made this call on Wednesday, October 30, 2024, during a Senate public hearing on two proposed bills: one to establish the Police Service Commission Training Institute and another for the Nigeria Police Force Training Institutions.

Representing the PSC’s stance, DIG Argungu highlighted that the envisioned institute would foster international partnerships by hosting training programs and conferences for similar police oversight bodies worldwide, including those from Ghana, Kenya, South Africa, and Canada. He emphasized the importance of enhancing staff knowledge on police operations, explaining that this expertise is critical to fulfilling the PSC's oversight role effectively.

"The institute will impart essential protocols, charters, and treaties, equipping PSC personnel with the skills to implement effective oversight strategies," Argungu explained. He compared the proposed training institute to other national oversight bodies, such as the Judicial Service Commission and Economic and Financial Crimes Commission, which prioritize training and adherence to international standards.

Commending the Senate’s leadership, he thanked the Senate President, Deputy Senate President, and the Senate Committee on Police Affairs for championing the initiative. Argungu expressed optimism that the training institute would streamline PSC operations, reduce workplace stress, and improve overall efficiency.

Other PSC representatives at the public hearing included DIG Taiwo Lakanu (Rtd.), Commissioner, Chief Onyemuche Nnamani, Secretary to the Commission, and additional management staff.
