Governor Soludo Unveils Anambra Homeland Security Law, Launches “Operation Udo Ga-Achi”
The Homeland Security Law provides a robust framework for community-driven security measures, promoting citizen participation in sustainable security and social re-engineering. Speaking at the unveiling, Governor Soludo emphasized that the initiative represents a comprehensive strategy to tackle the state’s complex and multi-faceted security issues.
“Operation Udo Ga-Achi”—which translates to "Peace Will Reign"—is a specialized intervention force designed to work alongside federal law enforcement agencies. It focuses on intelligence gathering, rewarding whistleblowers, rapid response, and dismantling criminal camps across the state.
Governor Soludo reiterated his administration’s commitment to making Anambra the safest state in Nigeria. He stated, “The security challenges we face are hydra-headed, but with this law and the launch of this operation, we are determined to root out criminality and restore peace in every corner of our state.”
Key features of the Anambra Homeland Security Law 2025 include:
- Establishment of a new vigilante framework, Agunechemba, to support federal security forces
- Deployment of cutting-edge technology, including tracking systems, command-and-control centers, and AI-powered surveillance cameras
- Creation of a State Call Centre with toll-free lines for prompt reporting of security issues
- Payment of monthly security support grants to communities
- Introduction of a N10 million monthly bonus to Divisional Police Offices that achieve zero violent crimes
In addition, the state government plans to review the current state of correctional facilities and build new ones to accommodate the growing demand for rehabilitation. Local Government Areas (LGAs) with a history of violent crimes will receive targeted interventions in collaboration with the Commissioner of Police and the Department of State Services (DSS).
Governor Soludo also called on communities to establish their own security governance structures and execute localized “cleansing and restoration” programs. He extended an olive branch to kidnappers, cultists, drug dealers, and other criminals, offering them amnesty and the opportunity for rehabilitation if they surrender their arms.
The Governor emphasized that security is a shared responsibility and urged all citizens to support the state government’s efforts to make Anambra a haven of peace and prosperity.
