Tincan Customs Boss Engages Stakeholders on 4% FOB Levy, B'Odogwu System Implementation

LAGOS, NIGERIA – In a bid to enhance trade efficiency and ensure smooth implementation of emerging Customs policies, the Customs Area Controller of Tincan Island Port Command, Comptroller Frank Onyeka, has engaged key stakeholders on the 4% Free on Board (FOB) levy and the upcoming B'Odogwu Unified Customs Management System.

The interactive sessions, held on February 6 and 7, 2025, brought together importers, Customs brokers, shipping agents, and other trade sector players. The forum served as an avenue to clarify operational details, address concerns, and emphasize the benefits of the new policies in streamlining importation and trade processes.

Understanding the 4% FOB Levy and B’Odogwu System

Comptroller Onyeka explained that the 4% FOB levy, stipulated in Section 18 of the Nigeria Customs Service Act 2023, applies to the value of imported goods at their origin. The levy, he noted, is aimed at aligning Nigeria’s trade policies with international best practices while enhancing revenue generation and Customs efficiency.

Additionally, he highlighted the introduction of the B'Odogwu Clearance System, a digital platform designed to modernize cargo clearance. The system aims to eliminate bottlenecks, improve transparency, and enhance compliance. He assured stakeholders that its rollout in the Command would further ease trade facilitation.

Tincan Island Port Records N116 Billion in January Revenue

Providing an update on revenue performance, Onyeka disclosed that the Command generated N116.41 billion in January 2025, marking a 24.06% increase from the N88.43 billion collected in January 2024. The difference of N27.98 billion underscores the impact of ongoing reforms and operational efficiency.

He expressed confidence that the Command is well-positioned to exceed its 2025 annual revenue target of N1.52 trillion, emphasizing his commitment to sustaining the current momentum.

Trade Facilitation and Reforms at Tincan Command

As part of efforts to create a more trade-friendly environment, Onyeka reiterated that multiple alert systems are being streamlined, ensuring only necessary checks remain in place. He urged importers and agents to ensure honest declarations and thorough compliance to facilitate faster clearance.

“Our goal is to ensure that legitimate trade thrives while maintaining the integrity of Customs procedures,” he said. “We are fostering a system where transparency and efficiency define our operations.”

Commitment to Stakeholder Engagement

Reaffirming his dedication to inclusive policymaking, Onyeka pledged to maintain open dialogue with stakeholders. “Continuous engagement is key to the success of these initiatives,” he stated. “Through collaboration and feedback, we will address concerns and ensure seamless policy implementation.”

The consultations align with the directives of the Comptroller General of Customs, Bashir Adewale Adeniyi, MFR, who has emphasized transparency, effective communication, and stakeholder partnership in navigating the evolving landscape of international trade.

With these proactive measures, the Tincan Island Port Command is poised to strengthen trade operations, enhance revenue collection, and drive Nigeria’s Customs modernization agenda forward.
