Nigeria Customs Launches B’Odogwu System, Issues First PAAR

The Nigeria Customs Service (NCS) has taken a bold step toward digital transformation with the issuance of its first Pre-Arrival Assessment Report (PAAR) using the newly developed B’Odogwu Unified Customs Management System.

Announced on Friday, April 4, 2025, this milestone marks the beginning of a nationwide transition from the older NICIS II platform to a homegrown, technology-driven system aimed at modernising customs operations, simplifying trade documentation, and boosting efficiency.

Developed by Nigerian tech experts, the **B’Odogwu system** is currently being piloted at the **Port and Terminal Multi-Services Limited (PTML)** Command. It was created to enhance inter-agency collaboration and improve the ease of doing business in Nigeria’s import-export sector.

The launch follows a recent strategic meeting between **Comptroller-General of Customs, Bashir Adewale Adeniyi, MFR**, and the **Governor of the Central Bank of Nigeria, Olayemi Cardoso**, where both leaders reaffirmed their commitment to streamlining trade, boosting revenue, and integrating financial processes.

According to **Assistant Comptroller Abdullahi Maiwada**, the NCS is working to complete system integration with **Authorized Dealer Banks (ADBs)** and other financial institutions to ensure smooth foreign exchange and trade-related payments.

“This is more than just a systems upgrade; it’s a national innovation that reflects our drive for transparency, efficiency, and indigenous solutions,” said Maiwada. “We encourage all stakeholders in the trading community to embrace B’Odogwu for a better customs experience.”
