Historic Milestone as Lagos Unveils 10-Year Primary Healthcare Financing Compact

The Lagos State Primary Health Care Board has recorded a major milestone with the official signing of a 10-year Financial Sustainability Plan tagged Lagos State Primary Health Care Compact 2026, aimed at strengthening and sustaining primary healthcare delivery across the state.

The landmark agreement, signed on Wednesday, May 6, 2026, represents a strategic commitment between the Lagos State Government, the 20 Local Government Areas (LGAs), and the 37 Local Council Development Areas (LCDAs) to ensure sustainable healthcare financing and improved access to quality primary healthcare services for residents.

The agreement was formalised during a two-day retreat on the 10-Year Plan for Primary Health Care Financing held in Lakowe. The retreat was organised by the Lagos State Primary Health Care Board in collaboration with Conference 57, the World Bank-supported IMPACT Programme, Engender, and other development partners.

The gathering provided a platform for strategic engagement, policy dialogue, and consensus-building among stakeholders on the future of primary healthcare financing in Lagos State.

The compact followed extensive consultations and deliberations involving key health sector stakeholders, as well as Chairmen of the Local Governments and LCDAs, who collectively expressed strong support and commitment towards the successful implementation of the initiative.

Speaking through their participation at the signing ceremony, the council chairmen reaffirmed their readiness to strengthen primary healthcare systems within their respective councils and communities, reflecting a strong display of unity, collaboration, and political will across all tiers of government.

Representing the Lagos State Government at the event were the Commissioner for Health, Akin Abayomi; the Special Adviser to the Governor on Health, Kemi Ogunyemi; and the Permanent Secretary of the Lagos State Primary Health Care Board, Ibrahim Akinwunmi Mustafa.

Also party to the agreement were the 20 Local Government Areas and 37 Local Council Development Areas acting through their respective chairmen on behalf of the communities they serve.

According to stakeholders, the Lagos State Primary Health Care Compact 2026 is expected to provide a long-term framework for sustainable healthcare financing, strengthen intergovernmental collaboration, and improve the delivery of accessible, people-centred healthcare services across the state.

The initiative is aligned with the Lagos State Government’s THEMES+ Agenda and the Lagos State Development Plan 2052, both of which identify healthcare as a critical pillar for inclusive growth, social development, and improved quality of life for residents.
