Police College Commandant, Directors Sign Performance Contract with Minister of Police Affairs

Abuja, Nigeria – June 2025

The Commandant of the Police College, Wudil, Kano, AIG Patrick Adedeji Atayero, alongside directors within the Ministry of Police Affairs, has signed a Ministerial Performance Contract with the Honourable Minister of Police Affairs, Senator Ibrahim Gaidam, as part of efforts to institutionalise the Performance Management System (PMS) in the public service.

The signing ceremony, which took place at the Headquarters of the Ministry during a Sector-Wide Ministerial Performance Management System (MPMS) retreat in Abuja, aligns with the Presidential Mandate and the directive from the Office of the Head of the Civil Service of the Federation.

Speaking on behalf of the Minister, the Permanent Secretary of the Ministry, Dr. Anuma Ogbonnaya Nlia, described the signing as a significant milestone in enhancing institutional accountability and operational efficiency. He explained that key functions within the Ministry had been broken down into Key Performance Indicators (KPIs), targets, and milestones, which will form the basis for evaluating the performance of departments and individuals.

“Our role is vital in enhancing national security and promoting peace and prosperity in Nigeria. Your performance directly impacts the Ministry’s overall effectiveness,” the Minister stated. “Each department’s contribution is crucial to the success of our collective mandate. Low performance can undermine our ability to deliver critical projects that address urgent national issues and drive economic growth.”

Senator Gaidam stressed that under President Bola Ahmed Tinubu’s administration, the Ministry of Police Affairs has a pivotal role in delivering on Pillar 6 of the Presidential Priorities — strengthening national security to ensure peace and prosperity. He reaffirmed that the Performance Contract is not merely symbolic but a tool for driving excellence, transparency, and accountability in public service.

Professor Adeyemi Ajayi, the retreat facilitator, noted that the contract represents a collective commitment to the transformation agenda of the federal government. He emphasized that the performance of directors and chief executives contributes directly to the achievements of the Minister, Permanent Secretary, and ultimately, the President.

“If you fail to deliver on your commitments, it will be evident and come with consequences,” he warned.

Also speaking, the Director of Planning, Research, and Statistics, Dr. Osueke John Chidi, highlighted that the PMS serves as a foundation for assessing staff output, promoting accountability, and ensuring the fulfilment of national development goals through the civil service.

The retreat brought together top officials of the Ministry, including the Director of Police Services Department, Mr. Ibrahim Mohammed; Director of Finance and Accounts, Mr. Akintelu Peter; Director of Human Resource Management, Ohanyere Ikemefuna; Director of Police Inspectorate, Mrs. Bola Blessing Aderele; and Director of General Services, John Udontia Usoro, among others.

The event underscores the Ministry’s continued commitment to reform, transparency, and performance-driven service delivery in line with the vision of the Tinubu administration.
