Oyo Govt Approves Career Progression Scheme for Community Nurses, Midwives…New Structure to Boost Grassroots Healthcare, Professionalize Frontline Roles



IBADAN — The Oyo State Government has approved a new Homegrown Scheme of Service for the Community Nursing Superintendent and Midwifery cadres, covering Grade Levels 06 to 14, within the state’s civil and public service.


The approval, aimed at standardizing career progression and enhancing healthcare delivery at the grassroots level, was confirmed by the Commissioner for Establishments and Training, Prof. Salihu Adelabu.


According to Prof. Adelabu, the scheme is part of ongoing efforts by the Governor Seyi Makinde-led administration to professionalize frontline health services and strengthen the state’s healthcare system.


“This is a strategic move to ensure that community nurses and midwives are not only well-recognized but also have a clearly defined career path with set responsibilities, qualifications, and promotion criteria,” he said.


The new scheme is expected to reflect in the 2025 Establishments Estimate of relevant Ministries, Departments, and Agencies (MDAs), enabling proper budgeting, deployment, and administrative recognition of the affected cadres.


Prof. Adelabu explained that the structure would promote efficiency, job satisfaction, and retention of skilled healthcare workers, particularly those serving rural and semi-urban communities.


Implementation of the scheme is set to begin immediately, with relevant government agencies handling the coordination.


The government has urged all personnel in the affected cadres to embrace the development as an opportunity for professional growth and renewed commitment to public service.


“This initiative underscores the administration’s dedication to a functional and people-centered health system that starts with empowering the workforce,” Adelabu added.
