Soludo’s ANSEC Adopts 2026–2028 Medium-Term Expenditure Framework to Drive Sustainable Development

The Anambra State Executive Council (ANSEC) has approved the 2026–2028 Medium-Term Expenditure Framework (MTEF), setting the stage for Governor Chukwuma Charles Soludo’s second-term development agenda.

The approval, reached during the 22nd ANSEC meeting held on November 12, 2025, at the Light House, Awka, provides the fiscal foundation for the 2026 Appropriation Bill, which is expected to be presented to the Anambra State House of Assembly in the coming weeks. The state government aims for the budget to be passed and assented to by December 31, 2026, to ensure seamless implementation.

Commissioner for Information, Dr. Law Mefor, said the meeting focused on key developmental priorities across the state, particularly the education sector, where the Council approved the establishment of 30 new schools in communities without public primary or secondary institutions. He noted that the initiative is part of Governor Soludo’s commitment to ensuring every community benefits from the state’s free education policy.

Under the ongoing education reforms, Anambra now operates a free education system from primary school to Senior Secondary School 3 (SS3). The government has also recruited an additional 3,115 teachers, raising the total number of newly engaged teachers to 8,115.

Other notable achievements reviewed at the meeting include the upgrade of 22 secondary schools to smart school status, the provision of modern STEM equipment to over 60 laboratories, and increased operational funding for primary and secondary schools to enhance instructional quality.

The Council also reviewed the November 8 governorship election, in which Governor Soludo secured a second-term mandate with an overwhelming 73 percent of the vote, winning in all 21 Local Government Areas. ANSEC members described the outcome as evidence that effective governance and visible development translate to voter confidence.

Expressing gratitude to Ndi Anambra for their peaceful conduct during the polls, the Council reaffirmed its dedication to delivering impactful governance and sustaining the state’s development trajectory.
