NCC, NSCDC Issue Strict Warning Against Fibre-Optic Cable Damage During Construction

Abuja, Nigeria – February 4, 2026 – The Nigerian Communications Commission (NCC) and the Nigeria Security and Civil Defence Corps (NSCDC) have issued a stern warning to contractors, government agencies, and developers against damaging fibre-optic cables during road construction and other civil works, stressing that offenders will face prosecution.

According to the agencies, fibre-optic cables are critical national assets that support Nigeria’s digital economy, enable emergency services, connect businesses, and facilitate government operations. They noted that negligence or willful destruction of these cables poses serious risks to national security, economic stability, and public safety.

“Under the Designation and Protection of Critical National Information Infrastructure (CNII) Order 2024, telecommunication fibre infrastructure is classified as Critical National Information Infrastructure. Any damage caused by unauthorized digging, construction, or lack of coordination constitutes a criminal offence,” the NCC and NSCDC said.

The organisations warned that individuals, construction companies, and government contractors who damage fibre infrastructure will be prosecuted under existing laws, including the Cybercrimes (Prohibition, Prevention, etc.) Act 2015.

They called on all stakeholders—including federal, state, and local agencies, road contractors, utility providers, and private developers—to verify fibre routes before construction, collaborate with the NCC and network operators, adhere to approved excavation guidelines, and report accidental damages immediately for rapid mitigation.
