NCC Unveils Licensing Framework for A2P Services to Streamline Telecommunications Sector

The Nigerian Communications Commission (NCC) has launched a new Licensing Framework for Application-to-Person (A2P) services, aimed at bringing structure and transparency to Nigeria's rapidly evolving telecommunications sector.

The announcement, made by the NCC's Director of Public Affairs, Reuben Muoka, highlights the framework as a significant milestone in the Commission's efforts to regulate and enhance the delivery of automated business-to-customer communications. Crafted in line with the Nigerian Communications Act (NCA) of 2003, the document is now accessible on the NCC’s official website.

A2P services facilitate automated communication between businesses and their customers, including notifications, alerts, and marketing messages. The NCC's framework sets out clear and enforceable guidelines to ensure these services are delivered seamlessly and in compliance with industry standards, fostering a transparent and reliable ecosystem for both service providers and consumers.

“This framework underscores the Commission’s commitment to maintaining a well-regulated telecommunications sector that aligns with international best practices while addressing the unique needs of Nigeria’s market,” the NCC stated.

Stakeholder Engagement and Feedback

As part of its inclusive regulatory approach, the NCC has announced a virtual Stakeholders’ Forum scheduled for December 20, 2024. This forum will provide a platform for operators, service providers, and other industry participants to discuss the framework, offer feedback, and seek clarifications.

To encourage active participation, stakeholders are invited to review the document and submit their observations, comments, and recommendations via email to aadaba@ncc.gov.ng with a copy to msyusuf@ncc.gov.ng by December 19, 2024.
