Oyo State Climbs from 34th to 7th in National Climate Governance Ranking 

Oyo State has recorded a major advancement in Nigeria’s Subnational Climate Governance Performance Rating, rising from 34th position in 2024 to 7th place in the 2025 national ranking — one of the most significant improvements among the 36 states.

The ranking was announced in Abuja during the public presentation of the 2025 Climate Governance Report conducted by the Department of Climate Change, Federal Ministry of Environment, in collaboration with the Society for Planet and Prosperity (SPP) and supported by the UK Foreign, Commonwealth and Development Office (FCDO).

The annual assessment evaluates states across five key areas: climate institutional arrangements, policy and legal frameworks, budgetary provisions, programme implementation and public communication on climate issues.

Reacting to the development, Oyo State Commissioner for Environment and Natural Resources, Barr. Seun Ashamu, praised Governor Seyi Makinde for providing the political will and enabling environment that positioned the state for national recognition.

He attributed the state’s improved performance to deliberate initiatives undertaken by the Ministry, including participation in climate awareness and sensitisation campaigns, preparation of essential technical documents such as the Oyo State Climate Change Action Plan (2025–2030) and the Oyo State Climate Change Act, and active engagement in both national and international climate programmes, including COP29 and SB62. He added that the state has also strengthened partnerships with MDAs and development organisations to mainstream climate adaptation and mitigation in policy implementation.

Ashamu further disclosed that Governor Makinde has approved Oyo State’s participation at the upcoming United Nations Climate Change Conference (COP30) in Brazil, as part of efforts to attract green investments and deepen engagement with global climate platforms.

He noted that the recognition serves as motivation for ministries, local governments, the private sector and civil society to intensify climate action and environmental compliance across the state.

The Ministry reaffirmed its commitment to sustaining the state’s momentum through priority initiatives such as the establishment of the State Council on Climate Change, creation of a Climate Change Platform on its official website, development of the Oyo State Climate Change Policy and implementation of the Climate Change Action Plan (2025–2030) in alignment with national climate targets and the Paris Agreement.

Barr. Ashamu dedicated the achievement to the people of Oyo State and to Governor Makinde for his unwavering commitment to environmental sustainability and climate resilience.

“This milestone is not just a recognition of progress but a call to intensify our efforts in building a climate-smart Oyo State. With the Governor’s leadership and the support of our development partners, we are confident that Oyo will continue to rise in climate governance performance,” he said.

Oyo State reiterated its commitment to renewable energy transition, circular economy initiatives and the development of climate-resilient infrastructure to secure a greener and more sustainable future for generations to come.
