Interswitch to Boost Public Healthcare Delivery with eClinic EMR Deployment in Abia State

Umuahia, Abia State – February 10, 2026 — Interswitch, a leading African technology company, has concluded a high-level stakeholders’ engagement with the Abia State Government ahead of the phased deployment of its eClinic Electronic Medical Records (EMR) platform across public health facilities in the state, marking a significant step toward strengthening healthcare digitisation and service delivery.

The engagement, convened by the Abia State Ministry of Health in collaboration with Interswitch through its health-tech subsidiary, Interswitch eClat, was held at the Ministry’s headquarters in Umuahia. It brought together senior government officials, health administrators, Interswitch executives and key ecosystem stakeholders to align on implementation scope, governance structure and expected outcomes of the eClinic deployment.

The initiative aligns with Abia State’s healthcare reform agenda under the current administration, focusing on transitioning from fragmented, paper-based systems to secure, interoperable digital platforms across public health facilities.

Under the proposed pilot phase, the eClinic platform will be deployed across six public health facilities comprising three primary healthcare centres, two secondary facilities and one tertiary hospital. The rollout is designed to establish an end-to-end digital care pathway that enhances patient referrals, supports continuity of care and enables data-driven decision-making across all levels of healthcare delivery.

Interswitch’s eClinic EMR solution is built to reduce patient waiting times, strengthen referral processes and ensure secure management of clinical and administrative data. The platform operates on a hybrid infrastructure that supports local hosting with cloud-based backup to enhance data security and system resilience.

Speaking at the engagement, the Honourable Commissioner for Health, Abia State, Prof. Enoch Ogbonnaya Uche, described the initiative as a major milestone in the state’s healthcare transformation and underscored the importance of private-sector collaboration.

“The Ministry of Health in Abia State is excited about the digitisation of health facilities, starting with Interswitch’s eClinic pilot phase involving three primary, two secondary, and one tertiary health centre. This initiative will enhance efficiency, accountability and patient care by linking records across different levels of care. Global evidence shows that digital health improves access, reduces cost and maximises human resources while personalising services. This partnership aligns with the Governor’s vision for a modern, technology-driven health system,” Uche said.

During technical sessions led by Babatunde Fadeyi, Vice President, Health Ecosystem (Public Sector), Interswitch, stakeholders were taken through the core functionalities of the eClinic platform, including secure patient record management, ICD-11–compliant diagnosis coding, controlled data update protocols, and integrated billing and reporting tools aimed at improving operational efficiency and accountability.

Stakeholders were also briefed on the project’s governance framework, phased implementation roadmap and risk mitigation strategies.

Commenting on the engagement, Fadeyi reaffirmed Interswitch’s commitment to delivering measurable impact through technology-enabled healthcare solutions.

The alignment of the state’s priorities with national health digitisation objectives provides a solid foundation for progress. eClinic automates workflows, secures patient data and equips healthcare managers with reliable insights for informed decision-making. Beyond improving patient experience, it strengthens revenue tracking, operational efficiency and accountability,” he said.

Also speaking, the Permanent Secretary of the Abia State Ministry of Health, Dr. Ifeyinwa Blossom Uma-Kalu, highlighted the operational and clinical benefits of the initiative, particularly in improving referral systems, revenue management and access to specialist care.

“This digitisation initiative will enable accurate tracking of finances and internally generated revenue while reducing leakages. More importantly, it allows patient records to move seamlessly from primary to secondary and tertiary care. Through telemedicine, healthcare workers in remote communities can access specialist support, helping to save lives and improve outcomes, especially in reducing maternal and infant mortality,” she noted.

The engagement also addressed critical success factors for the project, including power stability, user training, change management and inter-agency collaboration, with both parties emphasising sustainability and scalability as the deployment progresses.

Other dignitaries in attendance included the Chief Information Officer of Abia State, Mr. Gerald Ilukwe; the Chief Executive Officer of the Abia State Hospital Management Board, Dr. Odochi Azubuike; Engr. Nnanna Chigozie, representing the Commissioner for Power and Public Utilities, Engr. Ikechukwu Monday (FNSE); Chief Medical Directors and representatives of public health facilities across the state.

Interswitch noted that the eClinic platform has already been deployed across federal and state health institutions in Osun, Ogun, Edo and Enugu States, underscoring its readiness for scale and impact in strengthening public-sector healthcare delivery nationwide.
